			<content:encoded><![CDATA[<p>In little more than a month, Tiger Woods went from being tough to beat to having a tough time even playing.</p>
<p>Woods said Wednesday that soreness in his left elbow would keep him from defending his title next week in the AT&amp;T National at Congressional, and that he would not compete again until the British Open next month at Muirfield.</p>
<p>This is the sixth straight year that injury has kept him from either playing a tournament or finishing one.</p>
<p>The culprit this time is a strain in his left elbow. The problem first became apparent during the opening round of the U.S. Open last week at Merion, when he was flexing his left wrist or dangling his arm behind his back after shots out of the thick, punishing rough.</p>
<p>&#8220;I was examined after I returned home from the U.S. Open, and the doctors determined I have a left elbow strain,&#8221; Woods said on his website. &#8220;I have been advised to take a few weeks off, rest and undergo treatment. I&#8217;ll be ready to go for the British Open, and I&#8217;m looking forward to playing at Muirfield.&#8221;</p>
<p>His injury is a blow to the AT&amp;T National, which benefits the Tiger Woods Foundation. This will be the third time since it began in 2007 that Woods has missed the tournament because of injury — knee surgery in 2008, his left Achilles tendon in 2011 and an elbow injury this year.</p>
<p>&#8220;Any time you have Tiger in the field, it certainly adds to it a lot,&#8221; tournament director Greg McLaughlin said. &#8220;But we have a very nice field this year and we look forward to a great AT&amp;T National.&#8221;</p>
<p>Masters champion Adam Scott and U.S. Open champion Justin Rose are among those scheduled to play.</p>
<p>McLaughlin said Woods is to be at Congressional at least on Wednesday to take part in the opening ceremonies.</p>
<p>Woods was not specific about when or how the latest injury happened. He first showed signs of being hurt after hitting shots in the rough during the rain-delayed opening round at Merion, though he told a USGA official it was &#8220;fine&#8221; when he left the course Thursday evening.</p>
<p>After finishing the first round Friday morning, he said only that the reason he grimaced after shots out of the rough was because of &#8220;pain&#8221; and that he felt it on a few shots. That afternoon, he revealed that he first hurt his elbow at The Players Championship, but he declined to say which round or on what kind of shot. Woods won The Players Championship on May 12 for the first time in 12 years. It was his fourth PGA Tour win of the season.</p>
<p>Woods picked up those four in just eight starts worldwide, and the win at Sawgrass was his third victory in his last four tournaments. The exception was the Masters, where he tied for fourth, four shots out of a playoff.</p>
<p>But the last two tournaments have produced a surprising outcome.</p>
<p>At the Memorial, where Woods was a five-time winner and the defending champion, he had the worst nine-hole score of his career with a 44 on the back nine that led to a 79 in the third round. He tied for 65th and finished 20 shots behind, his largest deficit for a full-field event. At Merion, he wound up with a 13-over 293, his highest score ever for the U.S. Open and tied for his highest 72-hole score in any major.</p>
<p>Even so, the announcement Wednesday was surprising. Woods had said Friday at Merion that he would not have withdrawn even if it were not the U.S. Open. He was not asked about his elbow the rest of the week.</p>
<p>It will be the 10th time Woods is unable to defend a title in official PGA Tour events, with six of those related to reconstructive surgery on his left knee after he won the 2008 U.S. Open at Torrey Pines. The last time he failed to defend was in 2010 at Bay Hill, when he was returning from the scandal in his personal life.</p>
<p>His website said he felt minor discomfort before going to Merion and aggravated the area last week.</p>
<p>Woods extended his regrets to AT&amp;T, secondary sponsors and fans in Washington for not being able to play.</p>
<p>&#8220;The AT&amp;T National means a lot to me and my foundation,&#8221; he said. &#8220;It&#8217;s especially difficult not defending at my own tournament. It&#8217;s going to be a great event, and I look forward to being there to provide my support.&#8221;</p>
<p>AT&amp;T is under contract as title sponsor through 2014. The Dallas-based company recently announced that it would take over as title sponsor for the Byron Nelson Championship starting in 2015. It also is the longtime title sponsor at Pebble Beach.</p>
<p>The British Open is July 18-21 at Muirfield, where Woods&#8217; bid for the calendar Grand Slam ended in 2002 when he was caught in nasty weather. Woods shot 81 in the third round — 10 players failed to break 80 — for his highest score as a pro.</p>

<p>The Tall Ships 1812 Tour, which began in Brockville on June 14, will drop anchor for three days as a part of the War of 1812 Bicentennial Celebrations.</p>
<p>The tour will feature tall ships from around the world.</p>
<p>Toronto will be the only stop on the pan provincial tour to host the full fleet of 16 ships.</p>
<p>Those looking to test out their sea legs will be able to tour the decks of the majestic fleet, participate in War of 1812 interactive experiences and enjoy live musical performances.</p>
<p>Opening Ceremonies will take place Thursday morning and the Parade of Sail finale will take place on Sunday as the fleet heads toward Hamilton.</p>

			<content:encoded><![CDATA[<p>Most Ontario elementary schools will usher in a new era of security when classes start in September.</p>
<p>According to the Toronto Star, about 80 per cent — or 3,200 — of the province’s 4,000 elementary schools will have its doors locked and be equipped with front-door buzzers and security cameras.</p>
<p>The paper reported the schools asked for and received the funding to implement the security measures.</p>
<p>This means that anyone, even a parent, who needs to enter an elementary school after the bell rings will have to be buzzed in.</p>
<p>The security changes were put in place after the school shooting at Sandy Hook Elementary School in Newtown, Conn. Twenty children and six staff members died in the shooting.</p>

			<content:encoded><![CDATA[<p>Montreal will have its next interim mayor — the third mayor in less than a year — early next week.</p>
<p>The city clerk&#8217;s office has announced a vote will be held during a special meeting of council next Tuesday.</p>
<p>A handful of councillors have been named as potential successors to Michael Applebaum, who stepped down as interim mayor after being arrested on corruption-related charges.</p>
<p>For now, the city&#8217;s pro-mayor will be acting mayor until next week&#8217;s vote.</p>
<p>Councillors will have until Friday afternoon to put forth their candidacy, with a vote to come after the long holiday weekend in Quebec.</p>
<p>A handful of councillors have said they&#8217;ll spend this week weighing whether or not to run.</p>
<p>The next interim mayor might not hold the post for long: a municipal vote is scheduled for November and none of the presumed contenders are seeking the temporary job.</p>
<p>There are currently 62 active city councillors on the 65-seat council and the new interim mayor must be chosen from among them. Of the sitting councillors, 41 sit as independents.</p>
<p>Applebaum, the man he replaced, Gerald Tremblay, and a long-time municipal politician, Claude Trudel, have all quit their seats in the past year.</p>
<p>Applebaum was arrested by anti-corruption police on Monday and told he was facing criminal charges related to city business dealings in his former neighbourhood.</p>
<p>He faces 14 charges, but Applebaum says he&#8217;s innocent.</p>
<p>Applebaum won the interim job last November with the promise of a multi-party coalition and a vow to root out corruption.</p>
<p>He had replaced Tremblay, a three-term mayor, late last year after the latter resigned in scandal following damning testimony at Quebec&#8217;s corruption inquiry.</p>
<p>Applebaum is to appear in court later this year.</p>

			<content:encoded><![CDATA[<p>Senior managers agreed that intervening every time a teen inmate tied a ligature around her neck was unnecessary because she was not always in immediate danger, an inquest into her death heard Wednesday.</p>
<p>Michelle Bridgen, who was a manager at the Grand Valley Institution in Kitchener, Ont., said management also wanted to give Ashley Smith the chance to hand over the ligatures voluntarily.</p>
<p>&#8220;When she had a ligature, sometimes it was not tied tightly around her neck,&#8221; Bridgen testified.</p>
<p>&#8220;Sometimes she would even tie it in a bow around her neck and put her fingers through it and say, &#8216;See, it&#8217;s not tight&#8217;.&#8221;</p>
<p>Smith, Bridgen said, would simply say, &#8220;I just need it here.&#8221;</p>
<p>The choice then became whether guards should frighten Smith by rushing into her segregation cell to retrieve the ligature or &#8220;empower&#8221; the inmate by allowing her to give it up without force, Bridgen said.</p>
<p>The ligature tying never became part of Smith&#8217;s &#8220;management plan,&#8221; the blueprint for how guards were to deal with her.</p>
<p>The issue of what guards were ordered to do when Smith was seen to be strangling herself is one of the crucial questions at the inquest into Smith&#8217;s death.</p>
<p>&#8220;You have to have just cause to enter a cell,&#8221; Bridgen said.</p>
<p>&#8220;You had to demonstrate there was a reason to go into her cell in the first place.&#8221;</p>
<p>Smith, 19, of Moncton, N.B., ultimately choked herself to death in her segregation cell on Oct. 19, 2007, as guards, who said they were under orders not to intervene as long as she was breathing, watched her die.</p>
<p>The inquest has heard the warden and deputy warden were concerned by the number of times guards were using force on Smith, who became increasingly prone to self-harming.</p>
<p>&#8220;There was no end to her ligature use,&#8221; Bridgen said. &#8220;She fashioned them readily from her gown.&#8221;</p>
<p>Still, premature or unnecessary cell entry was not discussed frequently, said Bridgen, who frequently could not recall specifics.</p>
<p>Guards should have gone into the cell if Smith was in &#8220;imminent danger,&#8221; something Bridgen said entailed a combination of factors.</p>
<p>&#8220;She would have the ligature tied very tightly around her throat. She wouldn&#8217;t be able to breathe very well. She would be turning a different colour.&#8221;</p>
<p>Bridgen, who had decades of experience working with male offenders and was on a temporary assignment to Grand Valley, said she had never seen anyone tie ligatures around their necks before Smith.</p>
<p>Bridgen also told the inquest under Dr. John Carlisle that she did not know Smith, who had spent most of her three-year incarceration in segregation, had mental-health issues.</p>
<p>It was at her suggestion that Smith was moved out of isolation to a maximum-security pod in September 2007.</p>
<p>The move only lasted a few days because Smith smashed her TV to press her demand to return to segregation.</p>
<p>Correctional Service Canada suspended Bridgen for 20 days for her role in Smith&#8217;s death, a punishment that was later reduced to 10 days.</p>

			<content:encoded><![CDATA[<p>The Wayne Gretzky of Wayne Gretzky collectors has netted some big bucks in an auction of many of his choicest memorabilia pieces.</p>
<p>Shawn Chaulk of Fort McMurray, Alta., received hundreds of thousands of dollars for jerseys, skates, helmets, gloves and pucks used in action by the Great One.</p>
<p>The highest price fetched at the auction, which ended Wednesday morning, was for the jersey Gretzky wore in 1986 when he scored his 500th NHL goal.</p>
<p>The battle-scarred copper-and-blue silk went for nearly $300,000.</p>
<p>Chaulk says the deals may be dwarfed by those yet to come, as private buyers sniff around what&#8217;s left of what was probably the greatest Gretzky collection ever assembled.</p>
<p>The sticks alone number over 100 and range from one used in the 1978 world junior tournament from one used in Gretzky&#8217;s last game with the New York Rangers in 1999.</p>

			<content:encoded><![CDATA[<p>High school may improve young people&#8217;s minds, but it does the opposite for their bodies.</p>
<p>A new study out of the University of Waterloo shows Canadian students in Grade 12 are in worse health than their younger high school peers.</p>
<p>The research, published in the latest issue of the journal BMC Public Health, found that by the time students reach senior year, they&#8217;re at a significantly increased risk for chronic diseases such as diabetes and lung cancer.</p>
<p>It shows that over the four years of high school, the number of smokers went up 170 per cent, binge drinking jumped 167 per cent and marijuana use rose by 124 per cent.</p>
<p>What&#8217;s more, the vast majority of students — more than 89 per cent — didn&#8217;t meet Health Canada&#8217;s guidelines for minimum physical activity and barely seven per cent reported eating enough fruit and vegetables.</p>
<p>The study&#8217;s co-author, Scott Leatherdale, says the fact that large proportions of graduating students fail to meet the most basic healthy living recommendations is cause for concern.</p>
<p>Having even one of the risk factors measured can increase the likelihood of disease, and by Grade 12, the average student shows three, he said.</p>
<p>Students in higher grades appear to be at the greatest risk, he added.</p>
<p>&#8220;The only way to avoid a large future burden of preventable disease is to develop more integrated and real-world models of intervention in Canadian high schools,&#8221; he said in a statement.</p>
<p>The study used data collected from more than 31,000 high school students in nine provinces who filled out the substance use section of the 2010-11 Canadian Youth Smoking Survey.</p>
<p>The national school-based survey is funded by Health Canada and co-ordinated by the University of Waterloo.</p>

			<content:encoded><![CDATA[<p>Former Liberal interim leader Bob Rae is leaving politics in order to devote himself to work on behalf of First Nations in northern Ontario. The 64-year-old Rae&#8217;s unexpected announcement caps a political career that has spanned 35 years and two parties. Here are some key events in his life and career:</p>
<p><strong>Aug. 2, 1948:</strong> Rae is born in Ottawa to Saul and Lois Rae. Saul&#8217;s career as a diplomat would take the family to Washington and Geneva.</p>
<p><strong>1956:</strong> While living in Washington, Rae delivers newspapers and calendars to earn spare cash, including to then vice-president Richard Nixon and Democrat senator Estes Kefauver. Rae said his preference for left-wing politics took root when Kefauver tipped him $20, while Nixon&#8217;s wife Pat handed out tips of 10 cents.</p>
<p><strong>1966:</strong> Rae begins studies at the University of Toronto, where he befriends and ultimately becomes roommates with eventual political rival Michael Ignatieff. He also gets his first taste of student government by organizing a show for the university&#8217;s Literary and Athletic society that ran up a sizable deficit.</p>
<p><strong>1968:</strong> Rae first becomes involved in federal politics by helping out Pierre Trudeau&#8217;s campaign team at the Liberal convention and then joining the campaign team of Toronto MP Charles Caccia.</p>
<p><strong>September 1969</strong>: Rae heads to Oxford University as a Rhodes Scholar. He remains there until 1972 completing a graduate degree in philosophy.</p>
<p><strong>1973:</strong> In the throes of what he describes as a depression, Rae begins working at a legal aid centre helping poor tenants and then at a housing centre for those seeking affordable accommodation. His time there cemented his commitment to social democratic policies.</p>
<p><strong>September 1974</strong>: Rae returns to University of Toronto to study law. Over the next few years he begins practising labour law and joins the NDP, finally deciding to run for a seat in the House of Commons.</p>
<p><strong>Oct. 16, 1978:</strong> Rae is elected as an MP for the east Toronto riding of Broadview-Greenwood after winning a byelection.</p>
<p><strong>Dec. 12, 1979:</strong> While serving as NDP finance critic, Rae proposes a vote of non-confidence that ended up toppling the Conservative government of Joe Clark.</p>
<p><strong>Feb. 23, 1980</strong>: Rae marries Arlene Perly, who he had been pursuing on and off since meeting her on the U of T campus in 1968.</p>
<p><strong>September 1981</strong>: Rae decides to jump from federal to provincial politics by running for the leadership of the Ontario NDP.</p>
<p><strong>Feb. 7, 1982:</strong> Rae becomes Ontario NDP leader</p>
<p><strong>May 29, 1985:</strong> An accord between the provincial Liberals and NDP, spearheaded by Rae, goes into effect and replaces the newly elected minority Progressive Conservative government. Under the terms of the accord the NDP would agree to support a Liberal government for two years, while the Liberals in turn promise to implement some NDP policies.</p>
<p><strong>June 1988:</strong> Rae donates bone marrow to his younger brother, David, who was suffering from leukemia. The donation was ultimately not able to save David&#8217;s life.</p>
<p><strong>Sept. 6, 1990:</strong> Rae is unexpectedly elected Premier of Ontario in a snap election called by incumbent David Peterson. He becomes the first NDP politician to helm a province east of Manitoba, taking the reins of a majority government.</p>
<p><strong>April 1993:</strong> Rae tables days off without pay for public service employees, a measure that came to be known as Rae Days. They were hugely unpopular and led to a long-term split with the labour movement that had formed the backbone of NDP support.</p>

			<content:encoded><![CDATA[<p>Mayor Rob Ford’s former press secretary has found a new gig less than a month after quitting his high-profile post.</p>
<p>George Christopoulos is one in a group of Ford’s staff who resigned or were fired amid allegations the mayor was caught on video smoking crack cocaine.</p>
<p>Christopoulos will join the Building Industry and Land Development Association (BILD) as vice-president of communications and media relations starting July 2.</p>
<p>&#8220;George comes to BILD with strong media relations, strategic communications and management skills and experience,&#8221; BILD CEO Bryan Tuckey said in a statement on Wednesday.</p>
<p>&#8220;George will help BILD continue to build on our relationships and position ourselves as thought leaders, while enhancing the reputation of our members and the home building, land development and professional renovation industry across the GTA.&#8221;</p>
<p>Christopoulos was chosen from a field of more than 150 candidates.</p>
<p>Before his job as Ford’s press secretary, Christopoulos was on the Toronto Police Service’s communications team. He also previously worked as an investigative journalist.</p>

			<content:encoded><![CDATA[<p>The Toronto District School Board will consider cutting back some music programs and selling off land in an effort to balance its books for 2013-14.</p>
<p>Trustees will meet Wednesday afternoon to discuss budget details, as the board faces a $27-million shortfall. By law, the board must pass a balanced budget.</p>
<p>“It’s extremely difficult because no one wants to cut programs that are impacting schools, impacting kids,” trustee Jerry Chadwick, who chairs the TDSB’s budget committee, said Wednesday morning.</p>
<p>“Budget cuts are never easy. No one wants to make budget cuts. The reality is we have to balance the budget,” TDSB spokeswoman Shari Schwartz-Maltz said Tuesday.</p>
<p>There had previously been talks about eliminating 24 music instructor positions, which could save $2-million a year, but Chadwick said there’s a staff recommendation to avoid that.</p>
<p>“We’ve had a lot of feedback on it — so it’s been extremely difficult. With all the issue we’ve had since I’ve been a trustee for just over three years, this is the one we’ve had the most feedback from the community, from the unions, everybody,” said.</p>
<p>Instead, trustees may try to find the savings elsewhere, which is also a challenge.</p>
<p>The Toronto Star reported Wednesday that the board will decide whether to sell off $162-million in school land over the next three years, to free up any money to pay for a list of urgent school renovations and new building projects.</p>
<p>The confidential report before the TDSB reportedly recommends that 11 properties be sold. Most are schools that were closed years ago and are now being rented out.</p>
<p>Officials from the board weren’t immediately available for comment. Etobicoke-Lakeshore trustee Pamela Gough told CityNews in an email she couldn’t discuss the property sales as the matter is being debated in a private session at 4:30 p.m. on Wednesday.</p>

			<content:encoded><![CDATA[<p>The Chicago Blackhawks say Marian Hossa will be back in the lineup for Game 4 of the Stanley Cup final and that the line of Jonathan Toews, Patrick Kane and Bryan Bickell will likely be reunited.</p>
<p>Hossa was a surprise scratch Monday, sidelined with an upper body injury.</p>
<p>&#8220;He&#8217;s expected to play tonight,&#8221; coach Joel Quenneville said of his star winger, who skipped the morning skate at Boston&#8217;s TD Garden on Wednesday. &#8220;He&#8217;s fine.&#8221;</p>
<p>Quenneville also all but confirmed that he will reunite Toews, Kane and Bickell. The Hawks need some offence, having failed to beat Tuukka Rask in 122 minutes 26 seconds dating to the first period of Game 2.</p>
<p>&#8220;We had some success against L.A.,&#8221; Toews said of playing with Kane and Bickell. &#8220;Whatever the combinations are, we&#8217;ve got to find a way to score.&#8221;</p>
<p>The Hawks found themselves circling the wagons somewhat after former Hawk Tony Amonte criticized Hossa for not playing in Game 3.</p>
<p>He told WEEI-FM 93.7 in Boston that it was &#8220;just not good enough.&#8221; He also said when you reach the final, &#8220;I think you play until you can&#8217;t play anymore,&#8221; noting Bruins forward Nathan Horton is playing with a shoulder injury.</p>
<p>Quenneville dismissed the comments.</p>
<p>&#8220;If he could play, he would play, so we don&#8217;t need to discuss that,&#8221; he said of Hossa. &#8220;We know how competitive he is and what he means to our team.&#8221;</p>
<p>Bickell echoed those words.</p>
<p>&#8220;He wanted to play, and I bet you anybody would, but he didn&#8217;t think he would help the team in any way &#8230; He talked to the team before the last game saying he was sorry and he wanted to play, but he&#8217;d feel better to give it that extra two days&#8217; rest and make sure he could be ready for tonight.&#8221;</p>
<p>Hossa is tied for the team lead in playoff points with 15 (seven goals and eight assists).</p>
<p>Boston leads the best-of-seven Cup final two games to one.</p>
<p>The numbers all favour the Bruins, according to the NHL and the Elias Sports Bureau.</p>
<ul>
<li>Since going to the best-of-seven format in 1939, teams leading the final 2-1 have gone on to capture the Stanley Cup 83.0 per cent of the time (39-8).</li>
<li>The Bruins are 2-0 all-time when holding a 2-1 series lead in the final. The Blackhawks are 0-3 lifetime when trailing 2-1.</li>
<li>The Bruins are 11-2 in their last 13 games, with both losses coming in OT. They have outscored opponents 40-21 over that stretch.</li>
<li>Since tying Toronto in Game 7 of their first-round series with 51 seconds remaining in the third period, the Bruins have trailed for just 57:43 of the 850:54 they’ve played (6.8 per cent) and have not trailed by more than one goal during that time.</li>
<li>The Bruins have won seven straight at home, outscoring opponents, 21-10. They haven&#8217;t allowed a goal in their last 186:28 of play at TD Garden.</li>
<li>The Bruins have won each of their four Stanley Cup Final games contested at TD Garden, outscoring the opposition, 19-3.</li>
</ul>
<p>&#8220;We know the importance of the game,&#8221; Quenneville said. &#8220;We&#8217;ve got to come in here and win a game. Coming off our last game, there are some positives to take out of it.</p>
<p>&#8220;The areas, things we basically have to concentrate to improve on are obviously faceoffs and our power play needs to ignite us as well. But we definitely know how important the game is.&#8221;</p>
<p>As for the Bruins, coach Claude Julien said his job is to keep his players in the moment.</p>
<p>&#8220;We&#8217;re in a stage right now where I think we just got to stay focused,&#8221; he said. &#8220;My job is to keep our team focused on the present, not the future. That&#8217;s the most dangerous thing right now, is to try to look ahead. We have a job to do tonight — not tomorrow, but tonight. I think our guys have to be ready for that challenge that we&#8217;re going to get tonight.&#8221;</p>

			<content:encoded><![CDATA[<p>Bank of Canada Governor Stephen Poloz says Canadian consumers did their part for the economy by borrowing the country through the worst recession since the Great Depression and now it is the turn of businesses to show some confidence and start spending.</p>
<p>In his first major speech since taking over from former governor Mark Carney earlier this month, Poloz preached the virtues of &#8220;stability and patience,&#8221; noting the central bank&#8217;s long-standing target of low, stable inflation remains &#8220;sacrosanct.&#8221;</p>
<p>In the meantime, he said, Canada&#8217;s relative good economic fortune through the downturn rests largely with households that took on personal debt.</p>
<p>&#8220;Given the circumstances, it was a good thing that households had the capacity to expand their spending — this provided the necessary cushion from the worst effects of the global contraction,&#8221; Poloz said in a speech to the Oakville Chamber of Commerce.</p>
<p>Rather than the sometimes hectoring tone of previous warnings about unsustainable debt levels, Poloz says the bank has &#8220;urged homeowners and other borrowers to do the arithmetic&#8221; on managing their debts when interest rates return to &#8220;more normal&#8221; levels at some unspecified future date.</p>
<p>&#8220;I am confident that this is exactly what people are doing,&#8221; said the bank governor.</p>
<p>But the former head of the Export Development Corp. said it is time for businesses to get on board and start to invest.</p>
<p>This spring, Canada&#8217;s central bank lowered its 2013 growth forecast by half a point to 1.5 per cent and announced in May that its key lending rate would remain unchanged at one per cent. The bank&#8217;s next scheduled rate announcement is July 17.</p>
<p>The bank has estimated 2014 economic growth will be 2.8 per cent followed by 2.7 per cent growth in 2015.</p>
<p>Poloz noted that &#8220;since the onset of the recession, there has been limited net creation of businesses&#8221; and exporters have been particularly hard hit, with exports more than $100 billion lower than should be expected at this point in the economic recovery.</p>
<p>&#8220;The group most profoundly affected has been manufacturing exporters, whose ranks have continued to shrink,&#8221; said Poloz.</p>
<p>The sustained recession knocked many exporting businesses out of operation, but other areas of the economy are rebuilding.</p>
<p>&#8220;The good news is that the balance sheets of corporate Canada are healthy and the capacity to invest exists,&#8221; he said.</p>
<p>It&#8217;s not a new refrain. Prime Minister Stephen Harper groused last fall about money sitting &#8220;on the sidelines&#8221; during a G20 economic summit in France, former bank governor Carney spoke of all the &#8220;dead&#8221; money that remains uninvested and Finance Minister Jim Flaherty has also weighed in on fat corporate balance sheets.</p>
<p>Poloz sees rising demand in the United States as the trigger for increased exports and a rise in business confidence, a process he suggests may already be underway.</p>
<p>Later today, the U.S. Federal Reserve releases its latest policy statement and economic projections, numbers that will be closely watched as critical signals for the Canadian economic recovery.</p>
<p>&#8220;To realize the economic growth that Canada is looking for — a return to self-sustaining, self-generating growth — we need to see the rebuilding of capacity, both through the expansion of existing companies and the creation of new ones,&#8221; said Poloz.</p>
<p>&#8220;This will require growing confidence among existing businesses and entrepreneurs.&#8221;</p>
<p>He assured corporate Canada that the central bank under his watch remains committed to low, predictable inflation — calling the inflation target &#8220;sacrosanct&#8221; — and said it is time for longer-term business planning.</p>
<p>&#8220;By explaining the cross-currents at work in our economy, our projections for what&#8217;s ahead and our monetary policy response, we can help to heal business confidence,&#8221; Poloz concluded.</p>
<p>Some economists have begun revising Canada&#8217;s growth outlook upward.</p>
<p>Royal Bank of Canada raised its estimate for 2012 economic growth to 1.9 per cent Wednesday morning, and said growth for 2014 will be about 2.9 per cent.</p>

<p>St. Joseph Catholic Elementary School on Locke St. S., near Aberdeen Avenue, was under lockdown on Wednesday morning after reports that the upper windows were hit.</p>
<p>No one was injured in the incident. There was no immediate information whether the six in custody were students.</p>
<p>Police are still investigating at the school, but it has since reopened.</p>

<p>The top seed from Thornhill, Ont., dropped his second-round match Wednesday at the Eastbourne grass-court tournament, falling 6-2, 7-6 (7) decision to Croatian Ivan Dodig.</p>
<p>The Eastbourne event also wasn&#8217;t kind to Toronto&#8217;s Daniel Nestor, who earlier lost his first-round doubles event with Swedish partner Robert Lindstedt.</p>
<p>Raonic will open Wimbledon next week as the men&#8217;s 17th seed but heads to the All England Club badly lacking in grass confidence.</p>
<p>&#8220;I couldn&#8217;t have started in a worse way, I think I missed four backhands to start off the match,&#8221; said Raonic. &#8220;I had break chances and then lost my serve easily again.</p>
<p>&#8220;He was doing a lot of things well, but a lot of it comes down on me, things I didn&#8217;t do. Even in the second set I think it was pretty poor play.&#8221;</p>
<p>Raonic lost his first-round match on grass last week an event in Halle, Germany and immediately applied for a wild-card entry into Eastbourne. He was installed as the top seed based upon his No. 15 ATP world ranking.</p>
<p>&#8220;I can&#8217;t play much worse, so it&#8217;s only going to get better,&#8221; Raonic said. &#8220;I think I should be positive in that sense.&#8221;</p>
<p>Dodig registered more aces (12) than his hard-hitting 22-year-old Canadian opponent, who had nine in the match that lasted just under 90 minutes.</p>
<p>Raonic has an 8-8 career record on grass but is 0-2 against Dodig, who beat him on Barcelona clay in 2011.</p>
<p>Dodig took control of the opening set by breaking Raonic&#8217;s first serve. The 54th-ranked Dodig recorded a second break for a 5-2 lead when Raonic put a backhand into the net. A game later, the Dodig took the set with an overhead smash.</p>
<p>The two stayed on serve in the second set to force the tiebreaker. Raonic went ahead 2-0 before Dodig rallied to tie it 5-5.</p>
<p>Raonic saved one match point with an ace, then fired another to give himself a set point. However, it was Dodig who finally earned the upset win as Raonic&#8217;s return went out.</p>
<p>&#8220;I was trying to get a little bit closer and I had my chance at the tiebreak,&#8221; Raonic said. &#8220;But I don&#8217;t think I should let situations where I let two double faults from my opponent pass by and not win a tiebreaker.</p>
<p>&#8220;That&#8217;s pretty bad.&#8221;</p>
<p>The good news for Raonic is he believes his problems on grass can be fixed.</p>
<p>&#8220;It&#8217;s more me,&#8221; he said. &#8220;I&#8217;ve got to figure out my thing.</p>
<p>&#8220;It&#8217;s like I&#8217;m just not executing the things I need to execute. Obviously the surface doesn&#8217;t make it easy. I think it&#8217;s easier for me to figure out things on hard courts per se, but I think it&#8217;s all on my shoulders.&#8221;</p>
<p>Earlier, Marion Bartoli of France withdrew from the tournament with a viral infection, giving No. 2-seeded Li Na of China a walkover into the quarter-finals.</p>

			<content:encoded><![CDATA[<p>Bob Rae, a fixture on Canada&#8217;s political scene for more than three decades, is giving up his seat in the House of Commons in order to devote himself to work on behalf of First Nations in northern Ontario.</p>
<p>Rae said he is leaving politics so he can focus on his new role as chief negotiator for First Nations in talks with the province about development of the Ring of Fire mining development in northern Ontario.</p>
<p>&#8220;This is going to be a major undertaking,&#8221; an emotional Rae told a surprise news conference Wednesday in the foyer of the House of Commons.</p>
<p>&#8220;It&#8217;s clear to me that it will take a lot more time and it simply isn&#8217;t possible to do both jobs at the same time.&#8221;</p>
<p>The 64-year-old Rae&#8217;s unexpected announcement caps a political career that has spanned 35 years and two parties. It came after he privately broke the news to the Liberal caucus in what he described as a difficult moment.</p>
<p>&#8220;I have a passion for my work as a negotiator and for First Nations,&#8221; Rae said. &#8220;When you make a difficult choice, you show your emotions.&#8221;</p>
<p>NDP Leader Tom Mulcair offered his best wishes on Rae&#8217;s departure.</p>
<p>&#8220;Bob Rae has served Canadians for 35 years, he deserves our full respect and I wish him and his family well,&#8221; Mulcair said.</p>
<p>&#8220;This is a tough life, politics, and on a day like this, all of us of whatever political stripe simply have good thoughts for someone who has served for 35 years like Bob Rae and I wish him well.&#8221;</p>
<p>Rae began in politics as a New Democrat and later shifted to the federal Liberals, even seeking the party leadership at one point.</p>
<p>He was first elected to the Commons in a 1978 byelection, but moved to Ontario provincial politics four years later, when he became provincial NDP leader and later served as premier.</p>
<p>In 2006, having joined the Liberals, he unsuccessfully sought the party leadership, but won a seat in the Commons in 2008, becoming interim leader after Michael Ignatieff lost his seat in the 2011 election.</p>
<p>He refused to speculate abut his political legacy.</p>
<p>&#8220;I don&#8217;t write history,&#8221; Rae said. &#8220;That&#8217;s someone else who&#8217;s going to do that.&#8221;</p>
<p>Rae is the scion of a noted family. His father, Saul Rae, was a highly respected Canadian diplomat and took the family to postings that included Washington and Geneva. His brother John is a senior executive with Power Corp. His sister Jennifer once dated Pierre Trudeau and went on to a career with IMAX.</p>
<p>Rae himself graduated with honours from the University of Toronto, where he also later received a law degree.</p>
<p>For a time, he roomed with Michael Ignatieff, who later would be a rival for the Liberal leadership.</p>
<p>His university record brought him a Rhodes Scholarship to Oxford University.</p>
<p>He has said his first foray into politics was as a volunteer during Pierre Trudeau&#8217;s legendary first campaign in 1968, when he was 19.</p>
<p>As NDP leader, he led his party to its first and only Ontario victory in 1990 and was premier until 1995. It was a time of economic troubles and his efforts to cope left a controversial legacy.</p>
<p>In 2006, he was a candidate for the leadership of the Liberal party, running against Ignatieff and the eventual winner, Stephane Dion.</p>
<p>He returned to the Commons in a 2008 byelection in Toronto Centre, a seat he held in the general election later that year.</p>
<p>He made a tepid bid for the party leadership again in 2008, but stepped aside in favour of Ignatieff.</p>
<p>Rae in recent years was a fixture in the Commons with his fiery speeches and a shock of white hair that grabbed the eye on television.</p>
<p>But the lawyer, author and arbitrator finally found himself caught between two careers and opted for the work of conflict resolution.</p>
<p>&#8220;I have a lot of passion for Canadian politics,&#8221; Rae said. &#8220;It&#8217;s been a very difficult decision &#8230; and quite an emotional one for me.&#8221;</p>
