The SIU said an interaction took place between the officer and the man, after which the officer left the scene.
The man was later taken to Scarborough General Hospital with undisclosed injuries.
The SIU said their investigation, including video evidence and 911 call recordings, led them to charge Sgt. Robert Goudie with assault causing bodily harm and failure to provide the necessaries of life.
Sgt. Goudie is expected to appear in court next month.
